Ministry of Lands Denies Land-Grabbing Allegations in the Kibiko land Saga

The Ministry of Lands, Public Works, Housing and Urban Development has strongly denied the accusations of misconduct in the highly contentious Kibiko land dispute (LR NO. 12418) in Kajiado County.

The ministry insists that all actions taken by its officials have been lawful and strictly guided by court orders.

The 1085.5 Hectares (2682 acres) parcel, registered to the Keekonyokie Community Trust, has been at the center of protracted community wrangles and legal battles since 2014, making it one of the most volatile land sagas in the region.

In a press statement released by the Ministry which was signed by Jibril Adan, who is the Head of Public Communications for the State Department for Lands and Physical Planning. in response to ongoing public protests and allegations.

The Ministry directly addressed the controversy, stating: “Our attention has been drawn to malicious and unfounded allegations against the Principal Secretary and other officers of the Department in relation to land in Kibiko, we would like to take this opportunity to inform Kenyans that the allegations are misleading and any actions taken by the State Department and its mandated officers in relation to the land have been lawful and have adhered to directions issued by Courts of Law.”

The State Department maintains that the recent subdivision process, which led to the closure of the original title, was a direct implementation of a decisive judicial order. They point to the ruling in ELC Miscellaneous Application no. E008 of 2025 at Kajiado, which was presented for registration on June 27, 2025. This order directed Moses Parantai Ole Shukuru to surrender the original title within 72 hours and further compelled the Chief Land Registrar to issue and register a Provisional Certificate of Title in the names of the “duly elected Trust of Keekonyokie Community Trust,” led by Moses Masek Monik.

The Ministry confirmed the Office of the Chief Land registrar complied with the directive.

Following the court’s directive, the Ministry registered a surrender of title on July 8, 2025, supported by the Provisional Certificate, Land Control Board consent for subdivision, and a Certificate of Compliance from the Kajiado County Government. This registration officially “closed the old title and paved the way for processing of new titles as per the members register.”

The Ministry stressed that its actions were inevitable after years of legal stalemate. “The Courts issued a judgement, which the State Department has implemented, and it is not right for those dissatisfied with the ruling to engage in innuendos and falsehoods,” the statement read.

The Ministry also took a strong position against the Kajiado County Lands leadership. The Ministry noted that it had previously halted the subdivision process in 2022 following a complaint from the County CECM but, after the courts ruled, the CECM “did not make any other effort in resolving the dispute but has rather been engaging in outright attempts to exacerbate the dispute.”
