Kajiado County Assembly flags irregularities in Emergency Fund

The Finance Committee of the Kajiado County Assembly has raised concerns over alleged mismanagement of the County’s Emergency Fund, citing irregular use of more than Ksh 124 million.

The committee’s report, presented by Rombo Ward MCA Jackson Angaine, accuses the Fund, chaired by Deputy Governor Martin Moshisho, of operating with questionable spending practices. The management, according to the report, has been described as “scandalous” and in need of urgent action.

Among the recommendations are the suspension of all Fund operations, rejection of financial statements covering July 2024 to April 2025, and a comprehensive forensic audit by the Office of the Auditor-General. The committee also called on the Ethics and Anti-Corruption Commission (EACC) and the Director of Public Prosecutions (DPP) to begin independent investigations.

The report further faulted the Fund’s director, identified as a close ally of the Deputy Governor, accusing him of presiding over misuse of money meant for emergencies. MCA Angaine noted that the assembly would not allow public resources set aside for crises to be converted into a source of personal gain.

Officials in the Emergency department, however, dismissed the findings, arguing that the report was politically motivated. A senior officer maintained that MCAs had fabricated the allegations and linked the controversy to the rising political profile of Deputy Governor Moshisho.

The debate intensified when another MCA, Stephen Ngatho, said in a live interview that the Fund was being turned into a tool for personal enrichment instead of addressing urgent public needs.

The Assembly is now considering amendments to the Kajiado County Emergency Fund Act, 2025 to introduce stronger accountability measures and prevent future misuse of resources. If adopted, the proposals could open the door to investigations and possible prosecutions of senior officials connected to the Fund.
